One point per day from TCGplayer’s market index for completed sales. On a thinly traded card the index only moves on days something actually sold, so short flat stretches are normal.

Frequently asked questions
Why is my Umbreon only worth a little?
It was one of the most heavily printed cards in the set. In 30th Celebration this copy is numbered 91 of 128 and marked Common with art by Iori Suzuki. The card is Umbreon, a Stage 1 Darkness Pokémon carrying 110 HP. The Retaliate attack asks for Darkness and pays out 30+ damage. Grading one makes no financial sense, and the figures above show why.
